The World has 4 classes of male citizenship.
The State owns large numbers of males and these are derived from many sources and can be bred.
Corporations own male's and these remain the property of the corporation until not required, sold, or death and cannot be bred.
Individual Females own Personnel male's for duties at the home and as personal worker's outside of a corporation or state work environment. These can be bred.
male's who break the laws are classified as criminal males and this is a hard labour division of the State and cannot be bred.
males have strict rules which define their rights:
- cannot leave the property they are assigned to
- owner
- class environment of owner
- cannot look in the eyes of any Female without permission
- cannot touch any female without permission
- cannot harm any creature without permission, unless in defence of owner/s (law defines)
- cannot own any property
- cannot speak without permission
- cannot touch their genitals without permission
- cannot touch other males without permission
Female rules about males:
- cannot damage a male in such a way that it devalue's its potential for service in the future
- cannot kill a male
- males breaking relevant laws must be reclassified as criminals irregardless of utility
- males cannot lead Females or other males
- males can be sold or given as gifts to individuals, corporations or the State
Corporation rules about males:
- cannot damage a male in such a way that it devalue's its potential for service in the future
- males cannot be owned younger then 21 years of age
- males must be educated according to state policy
- males can be sold or given as gifs to individuals or to the State
- males breaking relevant laws must be reclassified as criminals irregardless of utility
- males cannot lead Females or other males
State rules about males:
- cannot damage a male in such a way that it devalue's its potential for service in the future

These things are in addition to current common laws which are applied to FFemale's.
eg: Females can be enprisoned/fined for crimes
